For many people, a good night?s sleep is elusive. However, simple changes to the bedtime routine can yield remarkable results.

Dr. Robert S. Rosenberg refers to these protocols as ?good sleep hygiene.? He focuses solely on sleep disorders, operating a clinic devoted to the issue.

Rosenberg began his medical career in Internal Medicine, and them moved into the pulmonary field. When he was on call at all hours attending critical care patients in the Intensive Care Unit, he learned firsthand what irregular sleep patterns could do to general health.

Rosenberg referenced the National Center for Sleep Disorders Research at the National Institutes of Health, which found that approximately 30 to 40 percent of adults say they have some symptoms of insomnia within a given year. About 10 to 15 percent of adults say they have chronic insomnia.

Rosenberg stated that the American Academy of Sleep Medicine, in an article published in the journal Sleep, defined insomnia as: difficulty initiating sleep, difficulty maintaining sleep, waking up too early, or feeling sleep is of poor quality.

It should be noted that this occurs despite adequate opportunity and circumstances for sleep.

On the amount of approved shut-eye for adults, Rosenberg came in at seven to eight hours. He pointed out that less than six and a half hours can lead to obesity, high blood pressure, heart disease and stroke.

For those having sleep difficulties, Rosenberg gave me a list of behaviors that should be eliminated from daily practice in order to attain good sleeping habits:

? Avoid caffeine after 10 a.m. The effects can last in the body for 12 to 14 hours after ingesting.

? Try not to nap. If you do, it should be for only 45 minutes or less. Definitely avoid napping after 4 p.m.

Kindness key to happiness and acceptance for children

Dec. 26, 2012 ? Children who make an effort to perform acts of kindness are happier and experience greater acceptance from their peers, suggests new research from the University of British Columbia and the University of California, Riverside.

Kimberly Schonert-Reichl, a professor in UBC's Faculty of Education, and co-author Kristin Layous, of the University of California, Riverside, say that increasing peer acceptance is key to preventing bullying.

In the study, published December 26 by PLOS ONE, researchers examined how to boost happiness in students aged 9 to 11 years. Four hundred students from Vancouver elementary schools were asked to report on their happiness and to identify which of their classmates they would like to work with on school activities. Half of the students were asked by their teachers to perform acts of kindness -- like sharing their lunch or giving their mom a hug when she felt stressed -- and half were asked to keep track of pleasant places they visited -- like the playground or a grandparent's house.

After four weeks, the students again reported on their happiness and identified classmates they would like to work with. While both groups said they were happier, kids that had performed acts of kindness selected higher numbers of classmates to work with on school activities.

"We show that kindness has some real benefits for the personal happiness of children but also for the classroom community," says Schonert-Reichl, also a researcher with the Human Early Learning Partnership at UBC.

According to Schonert-Reichl, bullying tends to increase in Grades 4 and 5. By simply asking students to think about how they can act kindly to those around them, "teachers can create a sense of connectedness in the classroom and reduce the likelihood of bullying."

Causes of Lower Back Pain

Back pain is one of the common complaints of middle-aged people which often strike without any specific reason. The structure of our back is complex, made up of bones, muscles, nerves and joints. Even after repeated tests or imaging, the doctors are sometimes unable to pinpoint the actual cause of lower back pain. Neither can doctor pinpoint actual cause of it with any tests or imaging.

The discomfort of lower back is usually triggered by everyday activities, or gradually over the time as a result of sitting, standing or lifting heavy weight badly. Sometimes, you wake up in the morning with back pain without any idea of how it has happened. What has caused it?

Some of the common causes of lower back pain include:-

? Lifting, carrying, pushing or pulling incorrectly,
? bending awkwardly,
? sitting on chairs in wrong postures incorrectly in chairs,
? bending down for long periods,
? stating staying in incorrect postures for long periods,
? over-stretching during exercise,
? driving/riding for long periods without a halt and
? overwork of the muscles.

Lower Back Pain due to Muscle or Ligament Strain ? Repeated heavy lifting, or straining of back muscles or spinal ligaments may lead to painful muscle spasms.

Bulging or ruptured disks ? Many people who don't have back pain may turn out to have bulging or ruptured disks on undergoing spine X-rays. Disks, which are like a cushion between the individual bones (vertebrae) in your spine, may bulge out of place or even rupture and press on a nerve. This may cause a lot of discomfort to the lower back.

Arthritis ? Arthritis in the spine can lead to a narrowing of the space around the spinal cord, to cause pain in the lower back. In some cases, arthritis may become a condition of spinal stenosis.

Skeletal irregularities ? The way your spine curves may have an impact on your back. Skeletal irregularities such as scoliosis (in which your spine curves to the side) may be the reason of lower back pain. Pain in this condition is quite severe.

Osteoporosis ? If your bones become porous and brittle, compression fractures of your spine's vertebrae may occur.

Everyone can develop back pain, even including children can. The common reasons of back pain include excess weight, lack of exercise and improper lifting. It may also develop because of the other reasons. Health experts recommend exercising regularly (building strength and flexibility) and maintaining a healthy proper body weight to keep your back health and strong.

If you have back pain for quite some time and it is not improving, it is advisable to check with a doctor.

NuVo P200 Wireless Player


NuVo's new Wireless Audio System delivers streaming audio anywhere in your home?even to multiple rooms simultaneously. The P200 ($599 list), the company's wireless stereo amplifier and media hub, supports dual-band 2.4GHz and 5GHz Wi-Fi and MIMO for truly reliable performance, and is capable of transmitting up to 16 simultaneous streams at 600Kbps each. It's also a stereo amplifier, giving you the ability to hook up any pair of passive speakers that could very well sound much better than any AirPlay or Bluetooth speaker.

Used as intended?in multiple rooms, with?the GW100 Gateway (which is required for wireless use),?multiple P200s, and multiple sets of speakers?the whole system is very expensive for the average music listener, and it has a few issues as well. But if you're an audio component fan interested in top-quality wireless streaming throughout your home, and you have the means, read on.

Design, Amplifier, and Main Setup
The NuVo P200 measures 1.65 by 9.02 by 5.0 inches (HWD) and weighs 2.5 pounds. It's made entirely of black plastic, with a vertically curved edge on one side and a horizontally curved edge on the other. The front panel is clean save for four capacitive buttons, which control volume, muting, and Bluetooth functions, plus a combination power and status LED. The back panel houses standard-size 3.5mm input and output jacks, a 3.5mm setup mic port that the manual says is for "future use" only, and four gold 5-way binding posts for connecting speakers. There are also USB 2.0 and Ethernet ports, plus a hardware power switch that, thankfully, doesn't send a loud thump through your speakers when you switch it on.

Inside is a 60-watt-per-channel stereo amplifier that works with 8 ohm and 4 ohm passive speakers. There's Audyssey-powered dynamic volume processing onboard for balancing day and night listening at lower levels, as well as bass and treble adjustments with 12 dB of range in either direction. I tested the P200 with a pair of Klipsch HD Theater 600 satellites and their companion 100-watt, 8-inch powered subwoofer. I hooked up the satellites to the P200 via its five-way binding posts, and then used a 6-foot stereo Y-cable (which is not included) to connect the stereo 3.5mm mini-jack line out on the P200 to the pair of stereo RCA inputs on the powered subwoofer.

The setup process is a little confusing. First, you hook up your speakers, plug the P200 into the wall, download the NuVo Player iOS or Android app on your mobile device, and follow the on-screen instructions. From the app, you can begin setup of a new system or join an existing system you're expanding.

Unfortunately, while the P200 supports Wi-Fi, you need the $199 NuVo GW100 Gateway in order to use the P200 wirelessly. Otherwise, you must use the included Ethernet port and connect it to your router. I tested the P200 with the GW100, which came with no instructions. Basically, you just connect the main port (not one of the four LAN ports) to an existing free port on your router with the included Ethernet cable. The app found it immediately. Next, I powered on the P200, waited for the solid green LED light indicating ready status, and then tapped Next in the app. Then I paired the P200 with the GW100 by holding down the Volume Up and Mute buttons as indicated. From there, I was off and running.

Sound Quality and Music Source Setup
As a general rule, sound quality from the built-in amplifier was uniformly excellent, with a clear soundstage and plenty of gain. I wouldn't have any reservations about powering a full-range pair of floorstanding speakers with the P200. That said, audiophiles may wish to bypass the P200's internal amp and employ the line out for use with an external integrated amplifier or preamp/amp combo. Even better, I didn't experience any audio dropouts while sharing music from a variety of sources, even on our extremely saturated PCMag Labs Wi-Fi networks.NuVo P200 Back

The real purpose of the NuVo system is to enable multi-room wireless streaming, and with multiple sources of music. For that, you may find that a single P200 isn't enough; you can put one in each room, along with an appropriately sized set of speakers, and then control the whole shebang using the app's visual interface. This is the kind of setup where the NuVo system excels, thanks to its reliable wireless performance.

Finding a graduate job is not as easy as finding a minimum wage position that requires no formal training. You will have to work harder to find a graduate job, but you will be rewarded with a position that you like, and that pays you well for the work you do.

The first tip to finding a graduate job is to have a good resume to hand out when you are on your job search. If you apply for a minimum wage job doing menial labor then you will walk into the place of business and fill out a job application that the business representative hands you. Then they will go to work looking for career opportunities that fit your skills. These agents will often have knowledge of openings that no one else is aware of because the company that is hiring may use the same agency.

When you use an employment agency to help you locate the right job you can even begin to search for employment opportunities before you graduate from college. You can tell the agent when you will receive your degree and they can set up interviews and possible job connections before you actually graduate. Some companies even prefer to hire people who are about to graduate so they can get some of the brightest young minds that have yet to be tainted with rules and regulations of other establishments.

A graduate job is one step in the right direction so that you can secure a financial future for yourself. You can also have work that you like to do rather than just working to pay the bills. If you have been considering furthering your education so that you will be qualified to apply for one of these positions you need to go ahead and start right now. If you have the education then you need to start applying and sell yourself and your abilities now.

Bloggers at the USAA conference (part 2 of 2) - Military Retirement ...

This is the end of a series of posts on USAA?s blogger conference. I?ve linked the earlier posts below, and I?ve e-mailed their community outreach staff with a few final queries. If you still have questions for USAA after reading this post, please let me know.

USAA invited over 25 bloggers, publishers, innovation writers, editors, reporters, and a noteworthy enthusiast. I met some of the attendees at last year?s USAA conference and I met some of them again at FINCON12 in September. Many of us keep in touch on social media so it?s been an ongoing conversation? and (for me, at least) a chance to get free coaching. I wrote about eight of the bloggers last week, and in this post I?ll mention a few more.

First up is Dale Kissinger of Military Avenue. He?s co-founder and chairman of what has grown into a family business of supporting the American military family. Military Avenue offers one-stop shopping of resources for the military family lifestyle and information on transfers. It includes reviews of over 200 military installations & communities as well as a large database of providers and public services. The site helps families get ready for their move, and it helps them settle in once they?ve arrived.

I follow @MilitaryAvenue on Twitter and I?ve referred to the site many times over the last couple years of blogging. Dale?s daughter Leanne (who I met at USAA last year) publishes both the ?Military Avenue? and ?The Military Spouse? online newspapers from @MilAve_Leanne. But most of all, I tremendously enjoyed meeting another ?extensively experienced? Cold War veteran who?s shared the lifestyle and the duty stations. Dale and I represent the USAA demographic who has raised a family, achieved financial independence, thrived in life after the military, and is ready to plan their retirement. There will probably be a Kissinger at USAA conferences for years.

Chrisi West represents the Military Officers Association of America, which works closely with USAA. (They?ve had an affinity partnership for two years.) She manages MOAA?s website content and social media, including their Facebook and Twitter pages. Much of MOAA?s content is free (like their financial blog), but if you?re a member then you have greater access to their career-transition services and their publications.

Chris Pape started Macho Spouse, the Internet?s premier site for male military spouses. (I take this subject personally because I was a member of many fine Officer?s Wives Clubs in the 1980s and ?90s.) Even today, ?spouse clubs? and ?family readiness groups? could still use the help. Women still make up less than 20% of the military (although that number is rising) and 187,000 male military spouses are an even smaller demographic. All military spouses (both men and women) have to put their own careers in a very distant second place to their servicemember spouse?s transfers and deployments. They also end up in charge of the family care, the family household, the family finances, and just about every other aspect of spouse life. It can get awfully lonely for the guy military spouses out there, and Chris is bringing the guy?s community to us. He?s collected guides, handbooks, and videos to help decrypt the military lifestyle, customs, and acronyms. He?s also set up a forum for us to network our questions and our careers and to blog about our concerns. We don?t have to do this alone. I could blather on and on about all the good things Macho Spouse is doing for male military spouses, but Dale Kissinger?s interview of Chris Pape does a much better job than me.

I first met Andrew Schrage and Gyutae Park a few months ago at FINCON12. These two run a Godzilla website of personal finance: MoneyCrashers, a place for people to crash and talk about money. After four years of hard work (and while holding down day jobs), they?ve grown their blog to a top-10 personal-finance site with over 800,000 monthly visitors. Andrew brings an economics & finance background to the site, and Gyutae has the tech engineering skills. Both were frustrated that college had provided little information on basic personal-finance skills, and they decided to create a site which could do just that. Over the years they?ve built up a staff of writers who generate daily content, and their editorial effort keeps the quality high and on reader interests. They review a tremendous number of financial products to help you sort through credit cards, banking, stockbrokers, and software. Their ranking of personal-finance websites lists over 600 blogs for you to choose the categories you want to read about. They also cover an occasional military topic? take a look at their comprehensive overview of investing strategies for active-duty servicemembers.

Curtez Riggs started Life After The Army to help soldiers (and other servicemembers) with the transition to a civilian bridge career. The services teach the basics but Curtez helps with the job hunt, Internet entrepreneurship, and personal branding. Personal branding is not a power suit and a pink necktie: you have a unique set of skills, and it?s your challenge to show an employer how your assets will solve their problems. Even before you?re hired, you?re a sales consultant? the company needs what you have, and you can show how you?ll help them achieve a goal. Curtez? contributors are also servicemembers, veterans, or professional educators. He sees a ?growth industry? as the military downsizes so he?s also writing about the drawdown, professional development, retirement, military spouses, and recruiting. (It may be the largest drawdown since WWII, but the services still need recruits.) It?s not just a ?get a job? site? he and his team write about military benefits, volunteering, social work, and retirement. You may also enjoy the two-minute video ?Stuff people say to veterans?.

Bryan Sproles is described as a ?USAA enthusiast?. He spends a lot of time on USAA?s Facebook page answering member questions and helping with problems. He also knows where to find almost everything on USAA?s website, and their social media team noticed that he was helping members solve problems at least as fast as they were. (He also has tremendous computer skills to help with their apps and other services.) All of us bloggers have spent a little time on USAA?s website learning about something, but Bryan has spent a tremendous amount of time there learning about everything they offer. Talk about personal branding: by the end of the conference, USAA had asked for his r?sum?, and I?m looking forward to hearing what Bryan decides to do next.

This post focused on the bloggers at USAA?s conference but they also invited people from the Better Business Bureau, the finance industry, military foundations & support organizations, and Innovation Excellence. I?ve only mentioned a fraction of the execs & staff that we spent time with at USAA. We bloggers exchanged many business cards, visited a lot of websites, and started following a bunch of new Twitter accounts. I?ve linked all of my posts from this conference down below. I?ve been putting up a USAA post every week for over a month, but that?s going to slow down for a few weeks. I have plenty of military topics to catch up on, and a post or two about taking the blog to Bluehost and starting up a revenue stream. Becoming an electrician starts with getting the right schooling. One can start quite early, even in High School. Many vocational programs in secondary schools have an electrical program. Following High School graduation, one can enter a program at a college to further their learning. Community colleges often have excellent trades program, including electrical. In addition to their typical general education courses like math and English, students will take practical courses where they learn both the science behind the trade and also get to apply and learn new skills in hands-on work. Official: Syrian forces fired Scud missiles at rebels

WASHINGTON/BRUSSELS (Reuters) - Forces loyal to Syrian President Bashar al-Assad have fired Scud missiles at rebels trying to overthrow Syria's government, a senior U.S. official said on Wednesday, a step seen as an escalation in Assad's struggle to retain power.

U.S. officials said they were unaware of any previous instances in which Scuds were used against the rebels since the start of the 20-month-old uprising, which has killed more than 40,000 people.

White House spokesman Jay Carney declined to confirm the reports, saying he was aware of them but could not discuss intelligence matters.

"If true, this would be the latest desperate act from a regime that has shown utter disregard for innocent life," he said. "The idea that the Syrian regime would launch missiles in its borders at its own people is stunning, desperate, a completely disproportionate military escalation."

A senior U.S. official, speaking on condition of anonymity, said Scuds had been used.

In Brussels, a NATO official, who also spoke on condition of anonymity, said a number of "Scud-type" short-range ballistic missiles had been launched inside Syria in recent days.

"Allied intelligence, surveillance and reconnaissance assets have detected the launch of a number of unguided, short-range ballistic missiles inside Syria this week," the official said.

"Trajectory and distance travelled indicate they were Scud-type missiles," the NATO official said.

NATO agreed last week to send Patriot anti-missile systems to alliance member Turkey to reinforce its air defenses and calm its fears of coming under missile attack, possibly with chemical weapons, from neighboring Syria.

The NATO official said the Syrian missiles had landed inside Syria and no missiles had hit Turkish territory. He said the Western alliance had no information about what casualties or damage the missiles had caused.

Asked if there was any evidence of Syrian use of chemical weapons, he said: "We have no information concerning the payload."

U.S. President Barack Obama warned Assad last week not to use chemical weapons against Syrian opposition forces, saying there would be unspecified consequences if he did so.

The United States, Germany and Netherlands have all agreed to send Patriot missiles to protect Turkey, but the missile batteries are not expected to arrive for several more weeks.

The New York Times, which initially reported Syria's use of the missiles, quoted one official as saying more than six had been fired at the rebels. Another official said the missiles had been launched from the Damascus area at targets in northern Syria, the Times said.

U.S. officials, speaking on condition of anonymity, told Reuters they would not dispute the Times report.

Speaking separately, U.S. State Department spokeswoman Victoria Nuland, while not confirming the use of Scuds, said the United States has also been seeing the use of incendiary barrel bombs, which she said was "another egregious weapon" that was "completely indiscriminate in terms of civilians."

"As the regime becomes more and more desperate, we see it resorting to increased lethality and more vicious weapons moving forward," she told a State Department briefing.

News of Syria's use of Scud missiles broke as Western and Arab nations sympathetic to the uprising against Assad gave full political recognition to the opposition.

New drug lifts hard-to-treat depression in hours

Depression need not linger if a new class of drugs that can improve symptoms within hours becomes available.

People with depression are often treated with drugs that increase levels of serotonin and other mood-enhancing chemicals in the brain. But these drugs typically take weeks, or even months, to work.

Drugs that target receptors for a chemical called NMDA appear to take effect much faster. Ketamine is one example. It can reduce symptoms of depression within hours, but also has hallucinatory side effects.

Now Joseph Moskal and colleagues at Northwestern University in Evanston, Illinois, have trialled a similar drug called GLYX-13, which also targets NMDA receptors. Moskal's team gave either GLXY-13 or a placebo to 116 people with depression that did not respond to other treatments.

Those who received the drug reported that their symptoms got better within two hours, with no significant side effects. The drug also performed significantly better than the placebo. The team presented their results at the American College of Neuropsychopharmacology annual meeting in Hollywood, Florida, last week.

Moskal reckons the drug works by boosting either the strength or number of connections between neurons, although it is not yet clear why this improves symptoms.

Gerard Sanacora at Yale School of Medicine thinks that people with depression may experience a slump in activity in the frontal cortex of the brain, and that the drug might reverse this. "I'm excited about this whole class of drugs," he says. "It opens up a new vista for drug development for these disorders, although there's still a lot of work to be done." Moskal says he is aiming to get the drug to market by 2016.

As technology advances, it tends to shrink. From cell phones to laptops?powered by increasingly faster and tinier processors?everything is getting thinner and sleeker. And now light beams are getting smaller, too.

Engineers at the California Institute of Technology (Caltech) have created a device that can focus light into a point just a few nanometers (billionths of a meter) across?an achievement they say may lead to next-generation applications in computing, communications, and imaging.

Because light can carry greater amounts of data more efficiently than electrical signals traveling through copper wires, today's technology is increasingly based on optics. The world is already connected by thousands of miles of optical-fiber cables that deliver email, images, and the latest video gone viral to your laptop.

As we all produce and consume more data, computers and communication networks must be able to handle the deluge of information. Focusing light into tinier spaces can squeeze more data through optical fibers and increase bandwidth. Moreover, by being able to control light at such small scales, optical devices can also be made more compact, requiring less energy to power them.

But focusing light to such minute scales is inherently difficult. Once you reach sizes smaller than the wavelength of light?a few hundred nanometers in the case of visible light?you reach what's called the diffraction limit, and it's physically impossible to focus the light any further.

But now the Caltech researchers, co-led by assistant professor of electrical engineering Hyuck Choo, have built a new kind of waveguide?a tunnellike device that channels light?that gets around this natural limit. The waveguide, which is described in a recent issue of the journal Nature Photonics, is made of amorphous silicon dioxide?which is similar to common glass?and is covered in a thin layer of gold. Just under two microns long, the device is a rectangular box that tapers to a point at one end.

As light is sent through the waveguide, the photons interact with electrons at the interface between the gold and the silicon dioxide. Those electrons oscillate, and the oscillations propagate along the device as waves?similarly to how vibrations of air molecules travel as sound waves. Because the electron oscillations are directly coupled with the light, they carry the same information and properties?and they therefore serve as a proxy for the light.

Instead of focusing the light alone?which is impossible due to the diffraction limit?the new device focuses these coupled electron oscillations, called surface plasmon polaritons (SPPs). The SPPs travel through the waveguide and are focused as they go through the pointy end.

Because the new device is built on a semiconductor chip with standard nanofabrication techniques, says Choo, the co-lead and the co-corresponding author of the paper, it is easy integrate with today's technology

Previous on-chip nanofocusing devices were only able to focus light into a narrow line. They also were inefficient, typically focusing only a few percent of the incident photons, with the majority absorbed and scattered as they traveled through the devices.

With the new device, light can ultimately be focused in three dimensions, producing a point a few nanometers across, and using half of the light that's sent through, Choo says. (Focusing the light into a slightly bigger spot, 14 by 80 nanometers in size, boosts the efficiency to 70 percent). The key feature behind the device's focusing ability and efficiency, he says, is its unique design and shape.

"Our new device is based on fundamental research, but we hope it's a good building block for many potentially revolutionary engineering applications," says Myung-Ki Kim, a postdoctoral scholar and the other lead author of the paper.

For example, one application is to turn this nanofocusing device into an efficient, high-resolution biological-imaging instrument, Kim says. A biologist can dye specific molecules in a cell with fluorescent proteins that glow when struck by light. Using the new device, a scientist can focus light into the cell, causing the fluorescent proteins to shine. Because the device concentrates light into such a small point, it can create a high-resolution map of those dyed molecules. Light can also travel in the reverse direction through the nanofocuser: by collecting light through the narrow point, the device turns into a high-resolution microscope.

The device can also lead to computer hard drives that hold more memory via heat-assisted magnetic recording. Normal hard drives consist of rows of tiny magnets whose north and south poles lay end to end. Data is recorded by applying a magnetic field to switch the polarity of the magnets.

Smaller magnets would allow more memory to be squeezed into a disc of a given size. But the polarities of smaller magnets made of current materials are unstable at room temperature, causing the magnetic poles to spontaneously flip?and for data to be lost. Instead, more stable materials can be used?but those require heat to record data. The heat makes the magnets more susceptible to polarity reversals. Therefore, to write data, a laser is needed to heat the individual magnets, allowing a surrounding magnetic field to flip their polarities.

Today's technology, however, can't focus a laser into a beam that is narrow enough to individually heat such tiny magnets. Indeed, current lasers can only concentrate a beam to an area 300 nanometers wide, which would heat the target magnet as well as adjacent ones?possibly spoiling other recorded data.

Because the new device can focus light down to such small scales, it can heat smaller magnets individually, making it possible for hard drives to pack more magnets and therefore more memory. With current technology, discs can't hold more than 1 terabyte (1,000 gigabytes) per square inch. A nanofocusing device, Choo says, can bump that to 50 terabytes per square inch.

Then there's the myriad of data-transfer and communication applications, the researchers say. As computing becomes increasingly reliant on optics, devices that concentrate and control data-carrying light at the nanoscale will be essential?and ubiquitous, says Choo, who is a member of the Kavli Nanoscience Institute at Caltech. "Don't be surprised if you see a similar kind of device inside a computer you may someday buy."

The next step is to optimize the design and to begin building imaging instruments and sensors, Choo says. The device is versatile enough that relatively simple modifications could allow it to be used for imaging, computing, or communication.

Europe hails "great" Monti as Italy crisis hits markets

ROME (Reuters) - European partners heaped praise on outgoing Italian Prime Minister Mario Monti on Monday, and called for the next government to stick to his reform agenda after his surprise decision to resign rattled financial markets.

Monti's weekend announcement that he would step down early - made after former Prime Minister Silvio Berlusconi's PDL party withdrew its support for his technocrat government - pushed up Italy's borrowing costs and prompted a stock market sell-off.

The campaign for an election expected in February is likely to be fought over Monti's reform agenda, which Berlusconi said had condemned Italy to recession and forced him reluctantly to run for a fifth term as prime minister.

By contrast, senior Europeans warned that Monti's policies must continue to prevent a return of the crisis which brought him to power a year ago to avert a Greek-style collapse.

"Monti was a great prime minister of Italy and I hope that the policies he put in place will continue after the elections," European Council President Herman Van Rompuy said in Oslo, where he was part of a European Union delegation receiving the Nobel Peace Prize.

The comments echoed similar remarks in the past two days from European policymakers ranging from French Foreign Minister Laurent Fabius to the head of the European bailout fund Klaus Regling and European Commission President Jose Manuel Barroso.

Spanish Economy Minister Luis de Guindos warned that instability in Italy could spill over and put Spain's fragile public finances at risk of further turmoil.

After several weeks of calm, markets bridled at the prospect of Berlusconi's return to lead the centre-right, just over a year after a financial crisis drove the scandal-plagued billionaire from office to be replaced by Monti's technocrats.

Opinion polls suggest Berlusconi has little chance of re-election. The centre-left Democratic Party (PD) under Pier Luigi Bersani holds a strong lead and is likely to form the next government on a broadly pro-European platform, largely in line with Monti's agenda.

Berlusconi's strategy appears more designed to ensure he retains influence in the next parliament with a substantial voting bloc that, among other things, can protect his business and personal interests.

The main measure of investors' confidence, the spread between Italian 10-year government bonds and their lower risk German equivalent, widened to 362 basis points from 325 late on Friday, reflecting worries over a return to the political uncertainty which dogged Italy last year.

Milan's blue-chip share index dropped over 3 percent, with sharper falls in banking stocks that are seen as most vulnerable to a renewed debt crisis.

"You can expect a sharpening in anti-austerity, anti-reform rhetoric...and this will probably translate into a higher risk premium on Italian assets," said Goldman Sachs analysts Silvia Ardagna and Francesco Garzarelli.

MONTI'S FUTURE

Much attention has now focused whether Monti will enter politics himself, either as a candidate or by endorsing one of the centrist forces that have backed his reforms and made more or less explicit pleas for him to run.

The daily La Repubblica quoted the 69-year-old former European Commissioner as saying that he had not yet made up his mind but was worried by the situation. "I don't know," he was quoted as saying. "If I had to ... describe my feelings today, I would say that I am very concerned."

Monti's decision to resign once the 2013 budget is approved, probably before Christmas, has brought forward to February an election that had already been expected in March or by the latest April.

But it was Berlusconi's reappearance on the frontline and the prospect of a messy anti-Monti election campaign which galvanised attention in both Italy and abroad, reawakening memories of the financial and sexual scandals that plagued the media magnate's last government.

The Roman Catholic Church made outspoken and thinly veiled criticism of Berlusconi that may influence the PDL's traditional conservative voting base.

"What leaves one astonished is the irresponsibility of those who think of arranging things for themselves while the house is still burning," the influential head of the Italian bishop's conference, Angelo Bagnasco, told the Corriere della Sera.

With a new government likely to be formed in a few months, Italy's European partners have now started to look more closely at Bersani, the overwhelming victor in a centre-left primary election last month.

A no-frills former communist who is close to Italy's unions, Bersani has promised to stick to the promises on fiscal discipline the government has made and has said that Monti is likely to continue playing a role after the election.

While Italy's election laws are likely to give Bersani a strong majority in the lower house, the complicated rules may make it more difficult for him to take control of the Senate, posing a possible risk to the formation of a stable government.

Whoever wins will have to confront a severe recession, record unemployment and a ballooning public debt expected to surpass 126 percent of gross domestic product this year.

The depth of the crisis was underlined on Monday, with data showing GDP shrinking 2.4 percent in the third quarter and industrial production dropping 1.1 percent in October.
