Australians urged to 'lawfully evade' unfair prices on digital goods

Australians urged to 'lawfully evade' unfair prices on digital goods

After going through a year-long rigmarole of summonses and interrogations to find out why Australians are being overcharged by as much as 66 percent on digitally-distributed Apple, Microsoft and Adobe products, and how the practice of "geo-blocking" prevents customers from seeking fairer prices elsewhere, an Australian parliamentary committee has finally hit on a solution. In the words of committee chairman Nick Champion, speaking to ABC News:

"What we want to do is make sure that consumers are aware of the extent to which geo-blocking applies to them and the extent to which they can lawfully evade [it]."

Now, if you were hoping that the Australian government would somehow force these companies to drop their prices down to US-equivalent levels, then this quote may admittedly sound a bit weak. It might also seem impractical, since geo-blocking is designed to be difficult to evade, by binding a customer's IP address, credit card or other details to their home market. Then again, things start to make more sense when we factor in the committee's other suggestions.

In particular, it proposes that the country's Copyright Act be amended to make it clear that an Australian won't be prosecuted just because they annoyed a multinational tech company by circumventing its geographic restrictions -- and, indeed, the population as a whole should be taught "tools and techniques" to achieve this wherever possible. The committee even recommends that Australians should have a "right of resale," such that they could legally remove locks on digital content that limits it to one user or one ecosystem. We have no idea how seriously the government will take these ideas, or how quickly it may implement them, but the committee's defiant tone makes for some good reading at the source link.

Half of Chinese Kids Know How to Use the Internet

In the survey, which covered 9,114 four to 16-year-olds in 10 provincial areas or cities, including Beijing, 93.2 percent of 13-16 year-olds have used the internet, reported Xinhua citing The Beijing Times Saturday.

The report put the proportion of seven to nine-year-olds and 10 to 12-year-olds accessing the internet at 58.6 and 77.1 percent respectively.

It showed that 57.5 percent of the respondents use mobile phones, 26 percent use Twitter-like microblogs, and 17.9 percent use tablet computers.

China's netizen population, the world's largest, continues to grow and reached 591 million at the end of June, according to the China Internet Network Information Center.

Some studies of at-risk populations suggest that up to half of the people tested for HIV never return to the doctor's office to find out their test results. While many of these people may simply forget to return or deem the results unimportant, it is likely that a portion of people don't return because they don't want to know the results.

In three studies, Jennifer Howell and James Shepperd of the University of Florida investigated whether prompting people to contemplate their reasons for seeking and avoiding the health information would make them more willing to receive their medical results.

The results of these experiments are published in Psychological Science, a journal of the Association for Psychological Science.

Participants filled out a motives questionnaire intended to make them think thoroughly about the reasons underlying their decision to seek or avoid their results. Questions included: "Learning that I am at high risk for diabetes would be distressing," or "I would regret not learning my risk for diabetes."

All participants also filled out a diabetes risk calculator and received the opportunity to learn their risk. Those who filled out the motives questionnaire before deciding whether to learn their risk were more likely to choose to see their results than those who filled it out after deciding whether to learn their risk. The same trend emerged when participants generated their own reasons for seeking or avoiding their risk for cardiovascular disease. Together, these two studies suggest that prompting people to contemplate their reasons for seeking or avoiding health information makes them more likely to seek out information about their own health risks.

But it turns out that this effect was only applicable for conditions that are treatable. In the last experiment, some participants were told that TAA deficiency a made-up condition was treatable, and some were told it was not. Contemplation made participants more likely to seek out their test results when they thought the condition was treatable, but not when they thought it was an untreatable disease.

As medical treatments become more advanced, early detection and intervention will become increasingly important. Simply asking patients to contemplate the reasons they would seek or avoid their screening results may make them more likely to follow up with their doctor, thus reducing the public health burden.

3rd ODI: South Africa escape humiliation, set a target of 224 for Sri Lanka

The Proteas, missing star batsman Hashim Amla due to a knee injury suffered in the previous match, had slipped to 100-5 after winning the toss in the day-night match.

Pallekele:? Live Cricket Score: Sri Lanka vs South Africa, 3rd match at PallekeleDavid Miller smashed a robust 85 not out off 72 balls to steer South Africa to 223-7 in the third one-day international against Sri Lanka in Pallekele on Friday.

The left-hander smashed five sixes and four boundaries after a three-wicket haul from unorthodox spinner Ajantha Mendis had reduced the tourists to 154-7 in the 42nd over.

South Africa need a win to stay afloat in the five-match series, having lost the first two games in Colombo.

The Proteas, missing star batsman Hashim Amla due to a knee injury suffered in the previous match, had slipped to 100-5 after winning the toss in the day-night match.

Skipper AB de Villiers led the recovery with 47, before Miller pushed the scoring with his fifth one-day half-century, the first by a South African in the series.

Miller put on 69 for the eighth wicket with Ryan McLaren, who remained unbeaten on 14.

Angelo Mathews was back to lead Sri Lanka after serving a two-match suspension for his team's slow over-rates during the recent tri-series in the West Indies.

Sling-arm fast bowler Lasith Malinga provided an early break for the third time in the series when he had Alviro Petersen gloving a catch to the wicket-keeper in the fifth over.

South Africa carried the score to 50-1 in the 14th over when seamer Thisara Perera removed Quinton de Kock and JP Duminy in successive overs to make it 53-3.

Faf du Plessis helped de Villiers put on 42 for the fourth wicket before being run out for 16 after his partner called for a risky single.

Mendis bowled both Farhaan Behardien and Robin Peterson, and had danger man de Villiers caught behind to finish with three for 35 from his 10 overs.

Both sides made three changes from the previous match.

Amla was replaced by de Kock and the visitors also included Behardien and Lonwabo Tsotsobe in place of Aaron Phangiso and Chris Morris.

The hosts brought in Mathews, Mendis and debutant batsman Angelo Perera for Shaminda Eranga, Lahiru Thirimanne and Jehan Mubarak.

More Young People Buying Homes but Settling ... - AOL Real Estate

young homebuyers gaze happily at peak of housetopThe economic recovery has brought with it significant improvements in the national housing market. And now many consumers are in a better position to buy a home after dealing with many financial problems just a few years ago.

But with that change comes shifting demographics of who homebuyers generally are, according to the inaugural Home Buyer and Seller Generational Trends report from the National Association of Realtors. Today, millennials and those in generation X make up the majority of homebuyers, comprising a combined 59 percent of all purchases between July 2011 and June 2012. Millennials in particular though made up 28 percent of all such purchases, and generally tended to be more optimistic than the average buyer about their chances to build wealth through rising home values (85 percent, compared with 80 percent overall). Their purchase rate was just behind that of gen-Xers, who led the way with 31 percent of homes bought.

"Homeownership is an investment in your future, and is how many younger American families begin to accumulate wealth," said Paul Bishop, NAR vice president of research. "The oldest of the millennial generation are now entering the years in which people typically buy a first home, and despite the recent downturn, homeownership still matters to them. The sheer size of the millennial generation, the largest in history after baby boomers, is expected to give a powerful boost to long-run housing demand, though in the short-term mortgage accessibility and student debt repayment remain challenges."

When it comes to which millennials are buying homes, the median person in this demographic was 28 years old, compared to 39 for generation X, with an annual income of $66,200, well below the $93,100 of the age group before them, the report said. Perhaps understandably, then, they tended to buy smaller homes (1,700 square feet versus 2,100), with substantially lower price tags. Millennials paid a median cost of $165,000 for their properties, while Gen Xers' were valued at $235,000.

However, those who are looking to buy a home in the near future may want to do so quickly. The combination of rising prices and rapidly growing interest rates could combine to price some would-be buyers out of the market in the near future, thus time is of the essence for those looking to find a good deal.

Halle Berry ties knot at French chateau

PARIS (AP) ? Halle Berry married her fianc?, French actor Olivier Martinez, in a weekend ceremony in a village church where princes are buried in France's Burgundy region.

The owner of the Chateau de Vallery, where the couple stayed with their 60 guests, said on Sunday that the betrothal a day earlier ended with a dinner and an unusual fireworks display ? of water, fire and snow ? in the chateau gardens. A wedding cake followed.

Patrice Vansteenberghe said the actress ? 46 and pregnant ? and her 47-year-old husband "were very beautiful and very happy."

Berry's publicist, Meredith O'Sullivan Wasson, confirmed the marriage.

Vansteenberghe would not say who attended the gala wedding. But he said the bride was coy about her long, white dress, wanting to keep it from public view.

"All I can say is that it was a dress with a deeply plunging back," Vansteenberghe said. He added that The event was "confidential" because "she wanted to be left alone on the day of her marriage."

Berry, who has a five-year-old daughter, is expecting her first child with Martinez. While there was no sign of a baby bump when The Associated Press interviewed the Oscar-winning star in early April, Vansteenberghe said that "she is very pregnant."

The princes and princesses of the Conde line from the 16th to early 18th century, are buried in the church facing the chateau and its chapel until the late 19th century, when it was given to the village of Vallery.

The couple apparently spent two days at the Chateau de Vallery ? the standard rental period for weddings and other grand events, the owner said.

Vansteenberghe noted that the chateau's pigeon room, an outbuilding once used to house pigeons, is a preferred room for newly married couples, but he hedged about whether Berry and Martinez stayed there.

The oldest part of the chateau dates to the Middle Ages, but much of it was built during the Renaissance.

Williams, Djokovic show who's No. 1 at Wimbledon

(AP) ? As the sun set on the opening week of Wimbledon, just about the only seeding that truly signified something was No. 1.

That's the number beside the names of Serena Williams and Novak Djokovic, who turned in nearly perfect performances back-to-back Saturday on Centre Court to cap nearly perfect runs to the fourth round at the All England Club, while chaos reigned all around them.

In the final match of the fortnight's first half, played with the roof closed and lights glowing to make sure it would get done as darkness approached, defending champion Williams used eight aces and 11 return winners to power past 42-year-old Kimiko Date-Krumm of Japan 6-2, 6-0 in 61 minutes.

"She didn't lose energy, and her game, I think, is getting better, day after day. Not better in general, but adapting to the surface. Everything is getting better," said French coach Patrick Mouratoglou, who has been working with Williams over the past year, when she is 77-3. "So now let's enter into the most important part of the tournament. ... Now the matches are going to get tougher and tougher."

Might not necessarily have been a fair fight, considering that Date-Krumm is ranked 84th and was the oldest woman to reach the third round at Wimbledon in the 45-year Open era. Never better than a semifinalist at a Grand Slam tournament, she played Williams evenly for about three games, before the 16-time major champion took over.

"She has so much power, speed," Date-Krumm said. "She has everything."

Williams' easy win followed the 6-3, 6-2, 6-2 victory over 28th-seeded Jeremy Chardy of France turned in by 2011 champion Djokovic, who compiled a remarkable ratio of 38 winners to three unforced errors. The Serb's initial miscue of his own doing did not come until the third set's sixth game, when he double-faulted while ahead 4-1, 40-love.

"Everything went my way," Djokovic said. "I did everything I wanted to do."

Both he and Williams could say that about the way they handled matters throughout Week 1.

Williams has won all six sets she's played, allowing her opponents a total of 11 games. Djokovic has won all of his nine sets, dropping 29 games.

"You don't want to play your best tennis in the first round and continue to go down. I feel like I try to play better as each match goes on," said Williams, whose 34-match winning streak is the longest for a woman since older sister Venus had a run of 35 in 2000. "I try to find out something I can improve on from each match so I can do it better in the next round."

In other words: Look out, Sabine Lisicki, the 23rd-seeded German who will meet Williams on Monday for a quarterfinal berth.

Up next for Djokovic after the middle Sunday's traditional day of rest is another German, 13th-seeded Tommy Haas, the 35-year-old who is enjoying a career renaissance and eliminated Feliciano Lopez of Spain 4-6, 6-2, 7-5, 6-4.

How certain was Lisicki that she would be dealing with Williams and not Date-Krumm? Lisicki tweeted a photo of her with Haas early in the second set of Williams' match, writing: "Last Germans standing" and "We both play the no1's next."

Take a glance around, and a high seeding has mattered very little, with the notable exception of No. 2 Andy Murray, Djokovic's potential foe in the final. Indeed, in many cases, any seeding at all has guaranteed nothing whatsoever. The men's Nos. 3, 5, 6, 9 and 10 are all gone, including Roger Federer and Rafael Nadal, with their 29 combined Grand Slam titles. The women's Nos. 2, 3, 5, 7, 9 and 10 are out, too, including four-time major champion Maria Sharapova and two-time Australian Open winner Victoria Azarenka.

Even during a pair of victories Saturday, both No. 4-seeded players, David Ferrer and Agnieszka Rawdwanska, looked shaky. Ferrer, the French Open runner-up this month, was treated for blisters on his right foot while coming back to beat No. 26 Alexandr Dolgopolov of Ukraine 6-7 (6), 7-6 (2), 2-6, 6-1, 6-2. Radwanska, who lost to Williams in last year's Wimbledon final, was pushed to three sets by 18-year-old American Madison Keys before winning 7-5, 4-6, 6-3.

"I'm very happy to be a little bit better," Radwanska said. "It was really close. Every set was really tight."

The highest-seeded man other than Murray on his half of the field is No. 20 Mikhail Youzhny, who will play the 2012 U.S. Open champion and Wimbledon runner-up after defeating Viktor Troicki 6-3, 6-4, 7-5.

Otherwise, Saturday's winners on that side of the men's draw were 130th-ranked Lukasz Kubot of Poland, who beat No. 25 Benoit Paire 6-1, 6-3, 6-4; 80th-ranked Kenny de Schepper of France, who defeated No. 22 Juan Monaco 6-4, 7-6 (8), 6-4; and 54th-ranked Fernando Verdasco of Spain, a 6-2, 6-4, 6-4 winner against Ernests Gulbis.

Things have generally been less hectic on Djokovic's portion of the tournament, but No. 9 Richard Gasquet lost 7-6 (7), 5-7, 7-5, 7-6 (5) to 20-year-old Bernard Tomic, whose father has been barred from tournaments after being accused of head-butting Tomic's hitting partner. No. 23 Andreas Seppi of Italy, meanwhile, won his seventh consecutive five-setter, edging No. 12 Kei Nishikori 3-6, 6-2, 6-7 (4), 6-1, 6-4, and 49th-ranked Ivan Dodig of Croatia moved on when Igor Sijsling retired while trailing 6-0, 6-1, 1-0, the 13th player to stop mid-match or withdraw before one, equaling a tournament high.

For a moment, it looked as if there might be a 14th when No. 8 Juan Martin del Potro hyperextended his left knee as chased a ball late in his 7-5, 7-6 (3), 6-0 defeat of Grega Zemlja. The 2009 U.S. Open went champion sprawling face-forward into the players' chairs and racket bags on the sideline.

"It was really painful," del Potro said. "I was a little scared."

Del Potro and Murray each own one Grand Slam title, the only two of the last 33 not claimed by Federer, Nadal or Djokovic.

There isn't a lot of company for Williams in the major championship department, either. Two women with one apiece advanced Saturday, though: 2011 Wimbledon winner Petra Kvitova and 2011 French Open winner Li Na.

Otherwise, just as with the men, there are some fresh faces among the women. That includes 19-year-old Laura Robson, the first British woman to reach Wimbledon's fourth round since 1998; 19-year-old Monica Puig of Puerto Rico; and 20-year-old Sloane Stephens of the U.S., who'll face Puig on Monday.

That matchup prompted this question for Stephens from a reporter: Is there pressure for you when you're playing someone in the next round who you're older than?

"Like a year, OK," Stephens said. "No, not really."

At 31, Williams is the oldest No. 1 in WTA rankings history, but she's still more than a decade Date-Krumm's junior.

"I honestly never thought I would play until my 30s, to be honest. I don't see my stopping any time soon," she said. "However, I don't see myself playing into my 40s. That's why I have so much respect for Kimiko."

They spent a good chunk of the early evening wondering where and when they would play, because their match was scheduled to be last on Court 1, where Ferrer and Dolgopolov went to a fifth set. It wasn't until 7:59 p.m., minutes after Djokovic's match ended, that the Wimbledon referee's office announced it was shifting Williams' match to Centre Court, with the roof shut and lights on.

Williams was rather dominant serving and receiving. In the first set, she delivered seven aces at up to 116 mph, at least one in each of her four services game, and hit nine return winners, at least one in each of Date-Krumm's four service games.

When it was over, Williams wagged an index finger in the air, as if to remind all she is No. 1, then exchanged high-fives with some fans.

"Every time I go out there, I tell you, I feel like anything can happen. I don't feel invincible. I feel like anything can happen," she said. "More than anything, that keeps me completely motivated."
